Can Outlook on Windows open an OLM file?

No. Windows Outlook reads .pst files and has never read .olm, which is why the paid converters exist. Does this convert OLM to PST?

About this OLM viewer

An .olm file is what Outlook for Mac writes when you choose File, Export: an archive of a mailbox with its folders, emails and attachments, and often the contacts, calendar and notes alongside. Only Outlook for Mac can import it - Outlook on Windows does not recognise the format at all, and nothing else on a PC opens it. So an archive handed over from a Mac, or kept from a Mac that has since gone, is a sealed box. This opens it.

Inside, the archive is a ZIP with one small XML file per email and each attachment stored as its own file. This page reads the archive's directory in place and inflates a message only when you open its folder, so a multi-gigabyte export opens in a moment and the computer's memory is not filled. How to open an OLM file without Outlook for Mac
