Why did iCloud give me .livp files?

When you download a Live Photo from icloud.com on a computer, iCloud keeps the photo and its video together by packing them into one .livp file. Downloading the photos to a computer through the Photos app or the iCloud for Windows app instead gives a separate HEIC or JPG and a MOV, which is the other way to avoid them.

How do I convert LIVP to JPG?
