No. A JPEG is put into the PDF as it is - the same bytes - so it is exactly as sharp as before, and the PDF is about the size of the photos together. Only a photo that has to be turned upright, or a picture in a format a PDF cannot hold (HEIC, WebP, GIF, BMP, AVIF), is redrawn first, as a high-quality JPEG or a PNG.

Can I put iPhone photos (HEIC) in a PDF?

Yes. HEIC photos are decoded in your browser and go in like any other picture, so there is no need to convert them to JPG first.
